On December 31, 2019 the IRPCO "FHL", with the support of the Office of the United Nations High Commissioner for Refugees in the Russian Federation, organized and held a webinar for lawyers of IRPCO "FHL" and partners on the topic: “Changes in legislation: Code of Administrative Offenses of the Russian Federation, Code of Civil Procedure of the Russian Federation, Administrative Procedure Code of the Russian Federation, Code of Criminal Procedure of the Russian Federation"
in Moscow.

The following were invited as speakers:

Standzon Lyudmila Vladimirovna, Candidate of Legal Sciences, Associate Professor of the Department of Administrative Law and Procedure, Moscow State Law Academy named after O.E. Kutafina;
Filatova Maria Anatolyevna, Associate Professor of the Department of Public Law Disciplines, Head. Laboratory of International Justice, Faculty of Law, National Research University Higher School of Economics;
Rubinshtein Evgeny Alfredovich, Attorney at law, Candidate of Legal Sciences, Associate Professor, Member of the Council of the Moscow Bar Association, Advisor to the Federal Chamber of Lawyers of the Russian Federation, Member of the Scientific Advisory Council at the Federal Chamber of Lawyers of the Russian Federation, Managing Partner of IAB Glinka, Rubinstein and Partners.

L.V. Standzon highlighted the topic "Actual problems of administrative responsibility: current state and prospects for improvement". Within the framework of this topic, the following issues were considered:

1. Legislation establishing administrative responsibility: problems and prospects;

2. Administrative penalties: theory, practice of application and prospects for improvement;

3. Rules for the appointment of administrative punishments: theoretical and practical aspects;


4. Administrative offenses: general characteristics and development prospects;

5. Participants in proceedings on cases of administrative offenses;

6. Stages of proceedings in cases of administrative offenses: theoretical problems, application practice and directions for further improvement.



M.A. Filatova told the participants of the webiran about the reform of the CPC and CAS, as well as what the "procedural revolution" of 2019 is leading to.

1. Procedural reform 2019: main objectives;

2. Procedural codes: changes by block:

2.1. Jurisdiction of cases; adding new cases to the CAS;

2.2. Requirements for representatives, order of registration;

2.3. Filing a statement of claim;

2.4. Order and simplified production;

2.5. Costs and procedural deadlines;

3. Appeal and cassation: new procedure for appealing and reviewing court decisions;

4. Clarifications of the Supreme Court and the first results of the practice.


Rubinshtein E.A. spoke in detail about the participation of a lawyer in certain investigative actions: legal, tactical and ethical aspects. Within the framework of this topic, the following issues were covered:

1. General questions of tactics for the participation of a lawyer at the stage of preliminary investigation

2. The role of a lawyer in carrying out investigative actions with his participation;

3. The signing by the lawyer of the protocol of the investigative action: the issue of ethics and tactical expediency;

4. Participation of a lawyer in interrogation (preparation for interrogation, choosing a position, minimum standards of professional assistance during interrogation, permissible and unacceptable questions, the use of technical means during interrogation, the rights of a lawyer when drawing up a protocol);

5. Participation of a lawyer in the search.
